The issue of illiteracy is one that affects us all. Approximately 25-30 percent of the population here in Horry County is functionally illiterate meaning they read below a fifth grade level. What does that mean in practical terms? It means they cannot read a simple bedtime story to their children, it means they cannot read the directions on a prescription bottle, it means 700 high school children drop-out every year. 27 Million US adults cannot read.
